Added reference to MoU in MDIP Manager section. Typo fix.

Updates the governance documentation to clarify the current MDIP Manager organization by adding a Memorandum of Understanding reference, and fixes a small spacing typo in the MDIP Manager role description.
Changes:
- Add MoU reference link to the MDIP Manager entry in the Roles table.
- Fix missing space in the MDIP Manager section (“...#mdip-coalition) in ...”).
